The Two-Rivers Ottauquechee Regional Commission (TRORC) adopted their 2020 regional plan to guide its thirty member municipalities in protecting natural resources, maintaining working landscapes, and preventing forest fragmentation. The plan is a visionary policy statement on development, improvement, and conservation of the region’s most valued resources. Working landscapes make up a great deal of this region and the plan provides recommendations on reducing fragmentation and parcelization while encouraging ecologically sound forestry management practices. Several regulatory and nonregulatory strategies are offered for towns to implement when promoting sustainable agriculture and forestry. These strategies range from tools like cluster development and overlay districts to voluntary participation in the Current Use Program. Specific natural resource goals are outlined, and the region's highest priority landscape, community, and specie scale components are identified. Through large scale conservation the landscape will remain intact, connected, and diverse and allow for wildlife movement and adaptation in the face of climate change. The TRORC regional plan is adaptable to meet the changing needs of the towns it serves. The commission will continue to integrate the best available science through partnerships with non-profits and state agencies.
